This is not an arbitrary limitation, but a consequence of how Fusion is built. Autodesk has explicitly stated that Fusion "must be installed in the Windows system and in the user profile subfolders to function correctly". The software isn't a standard executable, but a "streaming application from a central server". A standard "portable app" works by containing all its files and settings in a single folder, keeping the host computer clean and unchanged. Fusion is deeply integrated into the host operating system, making this impossible.
